The Bloomington Housing Trust Fund is a loan fund for affordable housing projects in Bloomington. It is intended to support the production, preservation, and rehabilitation of housing for low-to-moderate income households and to create and preserve appropriate homeownership opportunities for those households.
 The Housing and Neighborhood Development (HAND) Department for the City of Bloomington is the facilitator for the Bloomington Housing Trust Fund Board, which is an advisory board to the Community Foundation.
